Struggling with property with changing climate

My home/property is in South East Pennsylvania. Over the last several years we’ve seen increased percipitation and very strong storms to the point where my land and ground is so saturated and flooded I can’t walk without destroying the lawn. I don’t want a lawn really to be honest! I feel like there’s an opportunity for me to start embracing permaculture and making changes to alleviate the destruction and erosion due to climate change.

Where does one even begin? I would like a mixture of ornamental and edible plants. I want things that are deer resistant, but also good in both high shade and high sun areas. and finally, it needs to want water! There’s so much run-off right now its going to be a big big issue come next Winter. I want to start in earnest as soon as possible. How do I do this?
